This is a question that I have thought long and hard about. You may not like the answer but I hope you will understand my position.
If a student gets more time then another student (without an IEP or 504 accommodation plan) it is not fair. When a student takes a test and expects to have a specific amount of time they take the test and answer the questions in a way to make them successful at completing the test in the time allotted. If I change the rules at the end the student who took the test in that time allotted is treated unfairly. I would have to give every student extended time to be fair. However, I don't have longer then a 42 min class period to do this. I write tests to take less then the class period for most students. Some students don't complete in time, not often but some. This is due to some level of ability and preparedness. If I offered time to everyone after school this provides the opportunity to look at notes and such after seeing the test. It also allows for students to change answers and know what to review extra. This is again not fair and is tantamount to cheating. So other then giving the test to all students after school for a few hours (which I can't due) I don't have a fair solution other then this. Students need to study the material to the point that they may perform well on a test that is timed. If they are fully prepared for the test they should be able to complete the test in the time allotted. If they need help doing this they may come see me and get help with study skills.
